How are you defining incarceration rate. Do you mean that, in some countries, 10% of the population will go to prison at some time in their lives.

25% have a police record. Criminal record has a different meaning, at least in normal use.

For example if you get arrested and released without charge your record remains. Or if you get a penalty notice for littering, or attend an interview voluntarily.

The statistic you quoted is 33%. 1 : 3 adults. I’m referring to those with convictions and cautions.

And what a lot of people don't know is that should you need an enhanced DBS there are police records that are checked for along with those already listed...

Reprimands.
Allegations.

I don't know either, but my guess is if included, the 'criminal record' figure is far higher than people think applies.

Cautions are the biggest scam going. I know plenty of people offered cations who had not admitted guilt and after a 5 minute conversation hadn’t even committed a crime.

No it isn't. 1 in 4 are on the PNC.

For men the rate goes up to 33% but women only manage 9% I believe.

Estimates of the PNC data say 85% of those are convictions or cautions so it's actually closer to 1 in 5 than 1 in 4 adults have convictions or cautions, spent or unspent.
