When you only look at people aged 16-64 you only get around 9.5 million.

I made a point that society has a problem, if more and more people end up having done some prison time. Once you get over a certain portion of the population, you have a problem not with crime, but with law.

No you can't. The UK population is just short of 70 million, less than 12 million are 15 or under. You're still missing more than 13 million people.
