From a BS7671 pov though, only live or PEN conductors need to be in an enclosure.
Could the DNO be doing this to avoid tampering with a PEN conductor, CPCs on their network or some other similar reason? The last one UU fitted for me was just a bog standard earthing block - (TN-CS) - later converted to a camp site
If the DNO are providing them then should they become unavailable then it will be their problem!
