Can any one explain to me why these people can not be charged with theft/fraud....?

Are not the police ever involved...?

I'm guessing because they can always find a reason to justify the amount charged, especially when there's no invoice detailing the work done, or an industry standard.

It also proves how inept the powers that be are in erasing this menace. We're all viewed a little suspiciously as a result of their antics. If there were some sort of decent licensing scheme in place that could help but it'll never happen in a million years.

Why is it a crime that a costermer agrees to pay a bill, take a look at yea gas or electric bill your being done every month you idoits, who was it that said first take out the plank of wood out of yea own eye then yea can take out the splinter out yea brothers eye.
Leave the working class alone go for the corparations lets look at the scam wages they get.
