There is a metal fixing plate that goes between the nut and cistern on the outside bottom which is used two fixings the pan to the cistern.A nylon (or polythene) nut of a size corresponding to this tube secures the tube to the base of the cistern (with a neoprene washer aka gasket) between the nut and the cistern base for water-tightness. The protruding end of this tube simply passes into the hole at the back of the pan, without any fixings.

You are spot on with your dates, Poles! We moved in in 1975 and the bathroom fittings were brand new at the time. Avocado with gold metallic taps. The bathroom fittings, washbasin and tub went in around 2009 being replaced with a sit down shower.Going by the avocado tint and the presence of 4(!) fixing bolts I'd date that to the very early seventies.
Not saying it can't be fixed but IMO retirement would be the kinder option.
