A major theme of this work is that prisoners taken by Cromwell “were not sent as indentured servants, but were sold in perpetuity to the sugar planters of Barbados. They became the first white slaves in relatively modern times, slaves in the true sense of the word, owned body and soul by their masters”

Exactly. Left to their own devices these countries collapse into lawlessness and they all start machete-ing each other. The world's peoples are not all equally talented and cannot always help themselves and therefore need help from other countries. Britain is now at that point, thanks to gross mismanagement.
