InstallingBath Taps - how to remove the black plastic washer

Hi All,

I am fitting some taps to a bath soon and last time i did it i really struggled to tighten the taps tight onto the bath. Its the black plastic washer i had trouble tigheting, do i need a special tool for this? Its really hard to get to.
