Yes, I would absolutely want the higher legislative body to prevent it from becoming a reality. But I would accept that the local elected officials had the right to vote for it in the first place without the threat of being jailed.

Would you welcome the higher authority trying to prevent it happening in other states?

This is becoming far too vague with too many variables. I would be happy to refocus the discussion and game out a couple of scenarios with you. But for it to be meaningful, we would need to be a lot more precise.
