One solution would be to bring back national service.
The demograghic most vulnerable to gang culture would have been liable for national service at one time.
National service takes kids of the streets and teaches them to slice and dice foreigners rather than their neighbours at home.

It is true that kids below conscription age get involved in gang culture but they are enticed or coerced by older gang members who would be eligible for some sort of national service which wouldn't necessarily have to be military.At what age?
Kids get involved in gang culture from around 12-13 years old. By the time they are 18 they are going to already be out their dealing, and doing everything to stay off the radar of the police and military.
So the thing that is wrong with that is that it will simply take the wrong people out of society.
Next idea. come on, maybe somebody will say more youth services, better education, community policing, rehabilitation ...
One interesting point made on R4 the other week is the relationship between school exclusion and involvement in gangs - schools need to be working much closer with the police, and they need to avoid excluding children at all costs. More resources, meaning more money, needed to help these kids in the one place that they are still open to getting help - in school. Most are from broken homes (although not all) so you can't rely on parents to put them on the straight and narrow.
