Ok so I may have read it diferently,
Reg 226;

When tenants vacate premises, landlords need to ensure that gas fittings/appliances are safe before re-letting. tenants may have removed appliances unsafely ( eg; leaving open-ended pipes,having shut off the emergency control valve), or left thier appliances in place. Appropriate checks should be carried out and any unsafe equipment rectified before a new tenancy begins.
It is also recommended that installation pipework be inspected and tested for soundness before property is re-let.

What you have quoted is not the actual regulation but the "notes on interpreting it".

When you originally thought than a new CP12 was needed, that is probably based on a trainers comment along the lines " so the appliances need to be checked when there is a new tenant! so the best way to do that is to issue a CP12 ".

Suffice to say that the appliances need to be checked but its not essential that a CP12 is issued as long as checking is done and the landlord has an invoice to demonstrate that they were indeed checked.
