Like for like replacement

When replacing a light fitting with mains or low voltage down-lighters,is this notifiable or not ?

Why does this matter..

Replacing anything, so long as it's like for like, is not notifiable. However Part P says that all work in a dwelling should comply with BS7671:2001 - 2004 or a similar standard.

Installing ELV Lighting IS notifiable isn't it?? Regardless of location.
 
Extra Low Voltage lighting is considered a special installation so is notifiable.

Adding lighting points (which mains downlighters would be) is not notifiable if;
a. it is not a kitchen/bathroom/other special location
b. the existing circuit protection is suitable for and provides protection for the modified circuit and other relevant safety provisions are satisfactory.

I'd say that 'b' means it is notifiable if the downlighters are positioned such that fire hoods or other similar measures are required.

Does it quote the parts of the relevant Statutory Instruments?

Is it still classed as like for like if you say change a ceiling rose for 2 downlighters?
