I'd like to install sockets and lights into the loft. I'm thinking that it'd have to have a new ring wired from the consumer unit for the sockets, but can the lighting circuit be extended from the existing upstairs lighting circuit?
Yes - assuming the existing lighting circuit is good for 10A minimum, which is equivalent to at least 20 100W bulbs. Count up you lighting points, if you have less than 20 on the circuit you should be fine.
