Is it normal to have 2 different size cables on your meter to isolation switch and then to consumer unit ?

It's normal for the pair of tails entering the meter to be a different size to the pair of tails leaving the meter - if that's what you mean.
16 mm was once the usual size for tails in houses, now 25 mm is more usual now.
Since no one else is allowed to touch the electricity company's tails entering the meter, this would explain why they are smaller.
I suspect the larger tails on the consumer's side of the meter are the result of some kind of upgrade or alteration.

So is the cable in isolation switch both sides 25 mm to consumer unit ?
If your thinking of extending them to greater than 3m you need a switch fuse.
