minor works certificate.

Just been asked to do some work for a friends shop.

The periodic inspection and test recommended, within 6 months, mechanical protection installed one or 2 sockets replaced.
Now 6 months is up and previous sparky has gone awol.

As a 16th edition, part 1 and 2 qualified electrician (but not part p registered myself) am i allowed to do the work and submit a minor works certificate ?

Or is "competant" not sufficiant and part p needed for this ?
 
Unless the shop shares a common electric supply with a dwelling, Part P doesn't come into play. The other statutory documents such as EAWR, HASWA etc do come into play. Whoever you are supplying the PIR to should be able to advise wether or not it is acceptable for you to do the work.
