Which is good : until you can stop people being "racist", take action against them for being so.

Not easy. Racism is born at home before kids go to school.
 
Perhaps if they stopped instead of speeding off, the police may have acted differently ? If the police wanted me to stop, I wouldn't try and evade them.
Because it is a trust relationship which has inevitably broken down between the BAME and the police.
If you had no trust in the police, and you had experienced constant pressure from them, and was genuinely concerned that they were picking on you because of the colour of your skin, I daresay, you would run also.

One racist police person can destroy the trust between the BAME community and the police.

Yes, but by the time teachers identify it, it is usually to late to change opinion. I know quite a few racists and xenophobes - none of them would admit it, but they constantly day racist and xenophobic things, one antisemite and another anti-muslim too.

The problem is, people just don't realise their opinion is wrong. When parents say racist things out become fact before education can step in. Bit like religion and football in that respect!

I wasn't thinking about reactive education. I was thinking about proactive education.
 
Prejudice exists in many forms. That doesn't excuse any of it.
And you're doing a whataboutery.
The problem with trying to eradicate racism, is that people have different ideas of what racism is. As I asked earlier, can you dislike black people and not be racist? Are people trying to tell others what they can and can't like ? If I said "I hate the Chinese" but didn't act on that hatred and treated them equally and not think of them as inferior , is that racism?
