My bath taps have been sealed off by a plumber but now he says he doesn't know what to do

That would be quite awkward to do ,and best left to a professional.
This would be an easy job for a plumber to sort out.
Also fit a new pop up waste at the same time.

Thank goodness for that, and I wouldn’t pay for that monstrosity either. Plenty of options available, as suggested either not a plumber or just out of their time.
