IMO the need to protect it from harm generally also includes giving it a shelter when outside in the cold & rain.

If this is a tenant, how about contacting the landlord?

If you want to do something - politely mention it to them and ask them if they are aware that their dog is really upset when left outside.

That's what I did - told a neighbour that their German Shep barked the entire day when he left him in the garden while he worked. I used to chuck the dog cheese and dog treats just to get a few seconds peace! He didn't like someone saying something to him but he left it in the house after that. Some people really shouldn't have dogs.

I would consider speaking to the landlord as well. Does he allow dogs in his rental property? Could be a roundabout way of solving the problem.

Could you say to your neighbour "I'm off for a walk, do you think the dog would enjoy coming with me?"

Yep just what I was thinking, say you love dogs but your missis wont let you have one, can I take yours for a walk while you'r out.
