New planning regs in wales vs England Rear extensions

Hi, Have been lurking on this site for a while now and have finally registered.

I am looking for some clarification on the new planning changes coming into effect this September.

I have been asked to price a new extension and am trying to determine what the maximum length will be without planning permission when the new legislation is in force.

I have looked at the English planning portal and for a Semi detached the length will double from 3m to 6m.
However looking at the welsh part of the site it says a maximum of 4m.

Is this correct, I thought the new regs would be the same for both,

Have a call into the local council but no reply as yet, any ideas?

The May 2013 PD amendment order is England only.
