As it is paid for by tourist donations, it's effectively a tourist tax to Barcelona, instead of to the basilica itself (and the Church).

Clearly someone down the local planning office saw the opportunity to cash in.
How do you know this wasn't a backhand payment for something else ? Seems to me like if someone needed a reason to pay 31m this would be a cute one.
