oh dear,think thats going to rattle a few peeps,especially if there's a paper trail.
me thinks the good ole tax man is going to be rubbing his hands in glee.
 
That isn't going stop people paying cash for a serious amount of scrap at a reduced amount of course.
Cashless price say £5000 ,Cash price £2000, you just nicked it and want to off it what you going to do? Scrapies all over the country are rubbing their hands with glee.
 
Gregers has hit the nail on the head I think. This is more about raising tax money than any real attempt to stop crime.
 
You've all got it wrong. The established yards are all above board. The illegal yards are the problem. They set up, deal, then shut up shop and ship all their scrap abroad. The Police can't search them without a warrant - and they are gone by then.
 
So give the police the power to search these "illegal" yards rather than punishing the honest plumber taking in his offcuts for a bit of beer money.

But every van that carries waste from a job must carry a wast permit... The police see a van headed towards a scrappy, stop it for a routine check or perhaps the rear brakelight is out and hey presto, may I see your waste permit Sir?... No permit sir? and where has this statue of Winston Churchill come from?..... Winnie gets welded back into place and the Transit gets crushed.

Easy way round it is for scrap dealers to insist on photo ID off everyone bringing scrap in to their yard. As for the waste carriers licence, I used to collect scrap off some jobs and save it up, then take it in my car. Do I really need a waste carriers licence for that? Would I then need one to take some DIY waste to the council tip? Does ordinary Joe Public need a waste licence when they take anything to the council tip?
Nahhhhh didn't think so.
