It's a compression joint, the olive is compressed between the brass of the fixing and the copper of the pipe to form a watertight seal, adding tape to the threads serves no purpose to be honest.

I can't see any reason why anyone wouldn't add any form of sealing to a compression joint.

Indeed, Boss Green or LS-X are the accepted products for potable situations now.
