OLD light fixture can u still use?

In my sister house there was a light fitting under the stairs which to me seems to be an old fitting. Never seen it in my life. I was tought on ceiling roses. It just has 3 terminals like a plug. Then two screw holes to fix it to the ceiling. Are you even allowed to use these any more? Do you think it needs changing to a ceiling rose?

Also we had a DIY accident. My brother in law put a nail into the wire which tripped the breaker. I was forced to replace the wire but am only qualified to lv2, does this mean I need to get this recertified? The installation was checked by a qualified electrician before this. I've not changed anything just put it back the way it was.
 
It should be fitted with a back plate if it is mounted onto a normally flammable surface but other than that they are fine.

Schedule 4 of the Building Regs specifically states that replacing any single cable is not notifiable work - so yes, you can change this yourself if you are competent to do it safely. There is some debate as to how much testing is required - most DIYers would not have any test gear other than possibly a multimeter.
