Old locksheild valve how to turn off water

So I am going to take this rad off the wall but it has a locksheild of a style I have not seen before. The screw is for the plastic top cover. Then there is a cog, if you will, which I am guessing turns off the water. Has anyone worked with these before? What tool do I need to shut off the water? I don't really want to drain the whole system for one rad.

those valves usually leak when turned back on , if you can get it to move after all the years its been in
