Anyone can connect a single spur onto an existing ring. Part p not needed. According to the ODPM heating system wiring (programmer, pump, thermostats etc) is fixed wiring and is part p. So you can connect a new outlet onto a ring, but you can't connect the heating system to it. Effin stupid?
Thats not the picture I have of the situation. AFAIK after checking with corgi is that anything after the fused spur is the plumbers domain.
Changing a switchplate for a fused spur doesnt require part p either.
Roomstats are nearly always low or 'zero' voltage so anyone can usually fit those.
Running a new fused spur into a ring main or breaking into a ring main to fit one is part P territory and can be got round by running 3 core double insulated flex to an existing fused spur located [loosely speaking] anywhere.
