Passive or Active RCD?

Can anyone tell me the difference between passive and active RCDs? Both in theoretical terms and practical ones, if possible!

I believe that a passive RCD will not trip when power is lost to it, while a active one will.

An active RCD would be useful for things like power tools, ie. if power was restored it could be dangerous.

As I understand it, Passives work alone, whereas Actives work in pairs -they send a beam from one to another.
 
Can't work out if that's a joke I don't get, a reply to the wrong thread or whether we overdid the reprogramming last night.
