I believe that commercial organisations that charge for credit cards are required to have at least one no-charge means of payments available.

I think I heard that Ryanair tried to get round that by offering some weird account like "O'Leary's pre-paid leprechaun bank" which almost nobody had, and charging for everything else.

Honest companies usually have a fee for credit cards but not for debit cards.

Schemes aimed at the poor are less regulated that schemes aimed at the rich. For example most MPs have bank deposits, investments, mortgages and pension schemes, and they have long been regulated. They don't use Payday Loans, Christmas Clubs or high-street bookmakers, so regulation is very lax.
