AFAICT it is just being used for marking the strappers.

It is a single insulated 2.5mm² conductor

Is that a cpc wrapped with black insulation used as a strapper that I can see?

No, the CPC has been cut off, and a singles has been used for the common.

Well at least you have enough spare T & E to strip back to find the CPC!
Providing it goes to a propper earth at the other end of course
