Can one planning application cover several items e.g. installation of aircon, erecting a gate over 1m which front a high way and also seek clarification on where an LED strip facing down across the width of my house along the eaves?

Are neighbours informed regardless of purpose of the application or only for extensions etc?

    Yes.

but the LED lights could be classed as a statutory nuisance and highways rarely approve planning applications for taller fences. You are allowed to place a fence just inside your existing fence.

Yes neighbours are always alerted and usually the application is publicly posted on your council's website.

Good point about the above - what do you actually need permission for? Your council's website can explain what you do and don't need permission for.
