Plastic dustbin: hinge for lid is missing

In our area, we have a plastic dustbin full of garden waste collected every 2 weeks by the council.

After the latest collection, one of the hinges on my bin lid is now missing. This is a piece of cylindrical plastic that the bin lid pivots on.

Any ideas for a cheap fix?

I reported this using the council web site.
They are sending me a brand new bin!
So much for the council's recycling policy...

If it's a free service service then count yourself lucky - we have to pay £50 a year extra for a green bin fortnightly collection service!
