Range anxiety - mobility scooters

What evidence do you have for that?

I don't, as I have already said.

But I have empirical evidence of how the 'phone behaves; see #30.

If the charger was running the 'phone - and the charger is a lot more capable of delivering power than the 'phone is of using it - the battery should never be running down while on charge, should it?
 
you are missing the diodes that exist to address the problem. Google mobile phone charger circuit diagram.
 
The battery is either being charged or supplying power, it cannot do both. You have the same scenario in a solar panel, where you do not want the battery to power the panel. with the Phone the incoming power goes in to a rectifier and an arrangement of diodes that mean the phone is powered either by the incoming power source while the battery is charging or the battery when it is not charging. The diodes prevent the electricity flowing the "wrong" way.

Of course for the scooter it's even easier. the OP can use a battery selector switch - similar to a boats, to choose Battery 1, 2 or both.

Just how far do people go on these moability scooters? I didnt think they were this advanced and was used mainly for hopping about localy for a few miles? Never really thought about them doing distances.
 
When I charge my 'phone, I can still use it.
Depends on what apps I am using, it can recharge, discharge, or remain at the same level of charge.
I also doubt that the charge port is directly connected to the 'phone's gubbins; only via the battery.

From this, I deduce that the 'phone is always powered by the battery.
And that the battery can be recharging while also discharging.

Nope - the phone will draw power, from which ever source has the higher voltage. To be able to put charge into the battery, that has to be the charger. Current, electrons, can only flow into, or out of a battery, both cannot happen at the same instant - totally impossible.

Just the same as you can only have a flow of water, in one direction, in a pipe.

I got about 7 miles from a new 12 volt leisure battery that was bedding in for sale, don't recall amp/watt hours
