So theres joe bloggs just cut through his trimmer cable gets hold of the neutral from the house supply and he's standing on "true" earth - he could get a big surprise.

Do neutral conductors often exceed a voltage of 50V above "true earth"?
 
Would enough voltage exist between neutral and true earth to cause danger though?
The regs can differentiate between the two, as an example 708.553.1.13 requires an RCD which cuts all live conductors in a caravan park.
 
How many volts are you talking about though?
Similarly, you can have a similar situation using a class 1 appliance outdoors on a TN-CS supply.
 
But how would even a DP RCD help in a class 1 and TN-CS situation?
Are you talking of having someone picking up a cut lawn mower cable, touching the neutral and simultaneously a fault occurs somewhere indoors causing the neutral to become live at mains potential?
