I don’t know anyone that intentionally puts their life in danger, in that respect.
Their intentions are no different than any others that endanger themselves at sea. You could argue that their desperation makes them less international than say MBK pugwash and his nonchalant trip into rough weather or a holidaymaker ignoring warning signs, or some pizzed up boat trippers ignoring sea currents and diving in anyway.
