That depends whether the French actually get to see the vessel. Coastlines are vast and Northern France is no different.So the french mustn't think the boat is overloaded then and don't think they need saving.
In that case every non sailor, passenger, floating sun bed dolt, paddler, that has to be recued is the same. You think all these people have seamanship skills and and a seaworthy yacht? So what you are actually saying is that 90% of those recued by the RNLI should be left to drown based on your parameters.Sorry Boyo, but if you put to sea with zero seamanship, no idea about tides, navigation, etc, etc in a grossly overladen, unseaworthy rubber dinghy with nothing but a prayer mat and flipflops to act as buoyancy aids - you are intentionally endangering yourself and those who misguidedly rescue you.
