Securely closing off an inlet water pipe

I landlord a property and the outgoing tenants had a dishwasher installed. If the pipe has an isolation valve, is this sufficiently safe use when the pipe is not used for a long time (e.g. if the next tenants do not want to use a dishwasher)? Or should the pipe be capped off?

1. You need a spanner (or two) to undo a cap nut.
2. A closed isolation valve, if it has the handle on it, can be opened by being accidentally knocked.
3. Fit something like Screwfix item 39553. Make sure it has a black rubber washer or a suitable fibre washer inside it.
