Pretty sure 99% of them just go far enough to get the taxi. Hardly any bother to go all the way these days what with their taxis queuing up like black cabs at Charing Cross station.

How do you come to that conclusion? Some taxis in the middle of the channel with the destination 'England' on them and others with 'France for those that have been previously refused'?

France have agreed to take the boat people back and we'll take similar numbers of genuine asylum seekers.

It is starting at 50, hopefully that will increase quite quickly until we get to the stage of just returning boats automatically. That's the plan.
