I thought I had explained - in the sentence/paragraph wich followed to one you quoted.
'Common sense' would suggest that it would be a very good idea if there were a requirement for a minimum distance between the earth pin receptacle and the edge of the plate/whatever - since (in a socket in which shutters were opened only by the earth pin) that would prevent the L/N shutters being opened by inserting a plug 'upside down'.
However, as I've illustrated, at least as far as BS1363 is concerned (I'm not sure whether that applies to "multiway socket strips") the 'minimum distance' requirement only applies to the L/N pin receptacles, which would not, in itself, satisfy the aim mentioned above.
Is that clearer?
