On a rewire are smoke/ heat alarms mandatory or are they just advisory?

mandatory in new builds, be it new build from scratch or new extension.

To be honest I thought that was the case, and I would normally put them in, but a prospective customer, when asked, said that they didn't want them..
It's amazing that they'd put the cost of a couple of smokes above their own and their families lives.. but you have to do as you're asked (so long as within regs of course!!)
