You do not need a hard border to end freedom of movement. people can come and go and still not be permitted to live and work in a place.
Entry from foreign countries without visa, passport or border controls.
Lorry loads of goods from foreign countries. No customs or food safety checks.
I think a hard border is more about security, and preventing the movement of undesirable goods, services or people. It alone cannot prevent people living and working in countries that they have no valid entitlement to do so.None of these things require a hard border.
