Let's face it, whether they (Reform leaders) actually like it or not, their party is going to attract a certain type of person whether candidates and/or party members. And no, that's not to say all Reform are tarred with that brush, however it's the natural home for folk with such views.

the problem with actual action is there arent really any obvious solutions -the real solution would be to stop migrants getting across from North coast of Africa through Lampedusa and across the med into Greece etc

I know EU Frontex are trying to work in places like Tunisia and Libya to stop the migrants

You make the incorrect assumption that they may not take action until the boat has reached U.K. territorial waters. There is no such restriction.

Answer to first question - yes. Answer to previous question. It doesn’t matter. It can be close or near to the border for the purpose of communicating.

Nothing prevents the necessary action to occur inside the state’s territorial waters. You do need to read the whole of article 25.
