I am planning to change my gravity hot water to pumped and i also need to change my hot water cylinder. Because stainless cylinders normally have 22mm welded compression joints would it be ok to reduce from the existing 28mm to 22mm and then back to 28mm on the return. This way i can keep the existing pipework.

yes he means a gate valve, although personally if you can afford the added cost I would recommend a high recovery cylinder and wire controls as priority hot water.

Yes sure. You can change the pipes from 28mm to 22mm for the cylinder.
You are pumping the water anyway.
