If the carb drips fuel, then the needle float valve isnt doing its job, maybe due to dirt or slight damage.
In the old days we might have suspected the metal float but thats largely in the past now.
If the leakage is slight you wont notice it with the engine running.....your proposed tap will help things when the machine isnt running.
The gasket goes between air filter and carb.....the other end seals with the O ring.
The fuel level in the carb is right at the top of the emulsion tube, so the slightest raise in level causes a leak. Rather than leaking into the engine, the fuel drains out of the carb via that drain / vent hole.
