It's not strictly-speaking all circuits, though it is most circuits you are likely to find in a typical domestic premises.Regs change and RCD protection is now required on all circuits. Can’t remember when this change occurred.
The following is from memory, if there are errors in it please tell me.
The 17th edition in 2008 was probablly the biggest single change, bringing in the RCD protection requirements for concealed cables. There are exceptions to those rules, just as there are exceptions to the safe zone rules but most existing concealed cabling in a domestic premises won't come under them. It also expanded the RCD protection requirements for sockets from "sockets reasonablly expected to supply equipment outside the equipotential zone" to all sockets intended for regular use and with a current rating below 20A. Finally it added RCD protection requirements for circuits in bathroom zones.
Amendments to the 17th edition further tightened up the requirements for sockets.
The 18th edition added a RCD protection requirement for domestic lighting circuits. Honestly in most cases this was academic because of the concealed cables rules.
