I agree with JohnD some sort of steel bar would be a deterant . Just in front of the thieving sh#tes face would do the trick

Trouble is when when they are caught nothing really happens to them which is why you see the same names in the local papers all the time. So they will carry on regardless till someone puts them right and makes them think twice
