The capability to prosecute for abuse of social media is there as it has been used many times leading to jail terms. However if after Lee Rigby you looked into Tommy Robinsons twitter you will find he gets death threats everyday but noone has been arrested.

So yet again its another political control tool for the so called apolitical police.
