What harm does a person do, to another if he takes a public picture of an adult and creates an image for their private use of them in underwear or whatever?

Musk's already fixed the issue by restricting it to premium accounts, they have the credit card and ID of everyone who could do this stuff, presumably this info would be passed on if illegality occurred.
