Ties for 9 inch wall?

Bit of a basic question admittedly, but for a 9inch solid brick outer/block inner skin garage wall, are you meant to tie the skins together? Can’t see any “short” cavity ties?
 
We used to put in butterfly ties at an angle. You can also put a header course over the block.
 
Thanks. I may as well ask another silly question then, how would headers work if I want only bricks on the outside and only blocks on the inside?
 
Just put a course of block on top of header course on inside. I use 200mm ties and put at slight angle as said
 
As said, we used 220's (SS housing ties) on this garage but at an angle and bedded right up to the hilt. No cavity means not having to leave the drip stagger over the cav'.
