Ah well, let's spin it all on its head. Americans have the 2nd amendment, it's advocates state that this is for protection against a tyrannical government... maybe they were right all along...

Trump can only call in the military if it is evident that the civil authorities can't cope with the disturbances and are in danger of being overwhelmed.

The problem with using the military for riot control is that soldiers are trained to kill and as such don't have the skills to defuse potential riot situations during political protests.

The police are used to dealing with crowds at protests and are supposed to be trained in the art of negotiation in order to de escalate the possibility of lawful protests degenerating into violence.

Experience in N.I. showed that using soldier's for riot control rather than police made fatalities among civilians more likely.

If Trump makes good his threat to send in an American Airborne division to restore law and order, then we can expect to see a high civilian fatality rate.

On the other hand the prospect of a short sharp shock to the rioters nervous systems might bring them to their senses.
