Unattached trellis on fence...

So we just had a new garden fence installed, and the builders seem to think that it's fine to not attach the trellis to anything -- either to the fence beneath it or the concrete fence post. It's literally just balanced on top of the fence, with the ridges of the fence post stopping it from sliding off.

I'm no expert on these matters, but the whole thing just seems off. I saw our cat chase a squirrel about 10 minutes ago across the fence and the whole thing was just wobbling around (the trellis that is, though the cat is a little on the chunky side...).

Based on the images attached, can anyone confirm what the "norm" is here -- should the trellis be attached?

I'd certainly want it fixed......some timber wedges between the trellis and the posts and a few stainless screws from trellis to fence will be fine.
