VIDEO: Is this portable gas heater operating safely?

I got the gas fire out of the garage ready for winter and the flames seem to be reaching higher than I remember, beyond the fireproof material and into the metal surround. Is this normal, and would a new gas bottle remedy it as it is almost empty? Is it a fire and carbon monoxide threat?

It look like a flueless fire.

I would suspect that it is a serious carbon monoxide risk.

Quite apart from the flames coming out of it!

Make and model details would help us!
 
Thanks, it's on the lowest level, but when I put all three bars on the middle one still has flames like in the video.

I think there is something blocking the jet. Try cleaning it.

Regardless, any open flame should have sufficient airflow entering the property, even a gas hob.
