That DPC on the inside - which course is it on the outside?

You'll need to open the garage door and follow the mortar line round the corner.
It’s the second course. Just above the cavity vent in one of the pics and bottom line of render on others

Way up then, no problem with ground levels.

Get some decent work gloves on and a trowel, dig out all that gravel. Just tip it onto the path for a few weeks if it won't be in the way. Next time it rains heavily run out shortly after and see if there's a pool where that gravel currently is. If so you need drainage.
 
Also, after taking the gravel out, run a hose into that aco drain at the front for half an hour or so. Check if it backs up and/or ends up where your gravel currently is.

Housebuilders have been known to put in decorative aco drains that don't actually go anywhere.
 

Finally unannounced the developer sent a contractor round today to investigate by removing bricks. So far the have removed them on the corner where the issue first happened and they’ve took some out from the side which we’ve been speaking about over the past few days.
 
That is water.....

They are saying the cavity tray has been damaged/breached and water is leaking down through that into the puddles which you see pooling in the video. They are saying all the mortar left by the brickies isnt helping either, in torrential rain it will back up which is why its flooding through into the garage and has also blown the skirting board in the downstairs WC.
